New Jersey Seal of Biliteracy
The New Jersey Seal of Biliteracy Program recognizes graduating seniors who have attained proficiency in both English and another language. In an increasingly globalized world, the demand for bilingual and multilingual citizens continues to rise at an unprecedented rate. The Seal of Biliteracy provides students with a nationally recognized credential that can open doors to opportunities beyond high school, including a way to demonstrate biliteracy skills to potential employers and, in certain colleges and universities, a pathway for applicants to earn academic credit.
Students may earn the New Jersey Seal of Biliteracy by:
- Demonstrating proficiency in English by meeting State high school graduation requirements in English Language Arts (i.e. pass the ELA portion of the NJGPA) OR a score of 4 or higher on Tier B or C of the ACCESS for ELLs in all four language domains during their junior year.
- Demonstrating proficiency in a language other than English by attaining a score of I-3 or higher in all modes of the ACTFL language test or a score of Intermediate Mid/ILR 1+ or higher on the OPI/WPT language test OR a score of 4 or higher on the AP World Language and Culture exam during their junior year.
Students interested in pursuing this opportunity must complete the required Seal of Biliteracy application by November 24, 2025 (see the link at the bottom of this page to access the form). ACTFL and OPI/WPT testing for juniors and seniors will take place during the school day between January 2 and February 17, 2026.
The cost of the language proficiency assessment is $22.50. However, students who successfully demonstrate the required level of proficiency for the Seal of Biliteracy will be reimbursed for the cost of the assessment.
